Was having a smoke on the balcony of my old flat, 4am. Spotted a woman getting... lets say "played with" by a German Shephard. I immediately threw my smoke off the balcony, went back inside, and closed the blinds. I stopped smoking on the balcony after that.
My story doesn't have an ending. This was my next-door neighbor in an apartment building, so I heard rather than saw. He and his roommate were both at work. Suddenly SMASH one of the front windows was broken out. We're on the 3rd floor. Glass fragments everywhere. A few minutes later, another SMASH and a coffee mug lands out in the parking lot. This happens a couple times more, with pauses in between. I call the landlord, who calls the guy, and they dash over. There's broken glass everywhere in the parking lot, and a crowd has gathered just out of range. Turns out this was a hookup that the guy had brought home, and he was letting her stay for a few days. She was deaf, so they didn't learn why she was smashing everything. The landlord told me later "It's fine, she just dropped a coffee cup" (landlord was a huge liar and obviously didn't hear the separate episodes). The girl left, and here's the unfinished part of my story - they never saw her again. Left the area? Someone harmed her? We don't know. I've moved out of there.
My neighbours used to cheer me on while I played videogames in my room when my stepbrother let me borrow his tv and PS4. Later that year I was partying doing coke n stuff and held my neighbours hand while my friend tattooed her ass

So this is a fun one where I'm the problem- I'm a singer. A soprano (that's the highest a person can sing) and thanks to quarantine, I had to take most of my private lessons over computer. This means that my neighbors regularly heard high operatic warm ups. Sometimes they were nice, sometimes they sounded like a bird being choked out.
The craziest thing I saw through my window was a house fire. 1 girl and what looked like to be her uncle standing outside, the girl was running around and screaming, me and my mom at the time were in shock. As a house fire in our neighbour hood had never happened before.
New neighbours who turned out to be cutting and distributing. Too cheap to buy curtains they were mixing in bowls in the kitchen while they had people on bicycles distributing and were using the parking lot as a drive thru
Not exactly similar When I was 15, my best friend brought in a high-powered rifle scope) We were having a party on the third floor of his cousin's house, and a large condo/hotel building was less than 200 meters away. I borrow his scope and use it to peer into the building. Lo and behold, an old man and a much younger girl were going at it on the 13th floor, curtains open and lights ON. 15y/o me was definitely impressed
The owners of the new house behind ours were inspecting it. My wife and I walked over to welcome them. There were no curtains but new plush pile pure wool carpet and they were breaking it in. We were close friends after that.

I could be in the responses because I literally don't care and just stay in underwear in my room with open windows all summer and dance and wrestle with cats and then I suddenly feel like using a gala dress in my room and make up like a Cirque du Soleil performer. My neighbor is almost never in the balcony and they have some wooden mesh that blocks most view, so who cares, I can be in shorts and sport bra without risk of being raped or harassed.
It's not my mums neighbour but, She was playing in the primary school playground and she looked inside the window since the curtains weren't around the window. The man was busy watching the children playing as he was pissing on the toilet. And then a few years later, there was a cop outside there house. I think some kids parent snitched on him and all he wanted to do was watching the children play outside. Ouch.
