I've used it off and on a few times and haven't had issues. I would say your wifi connection is going to matter the most of course. I feel the software does fine though.

Yes you can. First of all you have to connect gopro to your phone with wifi connection. In the mobile app, choose live stream and building it up. Turn your hotspot on when you are building your stream. I tested this when I was biking, first I had weak internet connection but when that stronger, also stream working better. One thing wich should be better is that buffer time in live stream. It might be around 15-30s that buffer time, so your comments etc will be kindly hard to focus.
