If you understand the wage structure of a football club, when a player is allowed to leave even on a free, it free's up funds to use in the transfer market. This is what arteta and edu had done for years, the list of players he has gotten out who were on big contracts and under performing is huge. I can list them for you if you like and then you will get an understanding of why Arteta has been allowed to spend the money he has. Emery is a great coach no doubt, but he simply didn't have the influence over players, to shift them out when not performing well. Look at the Pepe situation to name one, if you look over at Man United, the exact same thing is happening right now to them under ten hag, he has so many average/bad players on huge wages.
