Then, take the money collected from this endeavor and put it into a firefighter's fund for sending heroes in to put out fires within the hellholes these owners create. Simple legislation.
This could turn into a good thing. With the threat of potential squatters they may decide to rent those places out or hire someone to watch over it. Either way its more homes or jobs for people here.
