In regards to viewtful joe, reusing voice lines you still have to pay the voice actors in 99% of cases. Maybe they reused clips because while you do have to pay the VA, it's still cheaper than bringing them in for a new recording session. Also Dante losing his clothes is a gameplay mechanic taken directly from the MC.
