This would incentivize airlines to perform better, otherwise it could potentially cost them if they get apathetic towards the passengers that pay for their very existence.
Why bother having a congress? Let the government just make rule for the hell of it. They should make rules outlawing fees for check bags and actually limiting carryon bags.

I have never understood why the overhead compartments do not correspond to a seat. Each passenger should stow his things in his assigned bin space.
