As of Cata pre-patch it looks like this vendor was changed to honor only

Hey I went there and it’s all horde no alliance vendors. Any idea?

are you on a private server? The old way in WOTLK was that when horde/alliance win WG, whatever faction won the battle would have control of the WG on the map and thus the vendors, but they changed it in classic re-release to just always have the vendors for both regardless since WG is now cross-server

Your faction needs to have won in order for your factions vendor to spawn

By the looks of it according to wowhead anyways it gets taken out on patch 4.0.1 or something. So I guess if you didn't spend them they just get converted to gold on cata release. Kinda lame aye
