In the case of covenant baptism it seems to me that in a sense a properly administered baptism does accomplish its function apart from the spiritual state of the child but the function of that sacrament has to be properly understood. The sacrament positively brings the child into the fellowship of the visible church. It does not confer regeneration but it is not intended to.
There is between the objectivity of it being an initiation into the Church as institution and the subjective reality of living it out, the reality of grace, the reality that God works an ontological and permanent change (the seal of the sacrament, out of which the grace can always be renewed) in and through the sacramental rite, and united with this (if one receives the sacrament with repentance and willingness to enter into the Christian life) the grace of the Holy Spirit who comes to dwell in the person to make that change of life and living out of the Baptismal office (which a Catholic would agree by the way that this is a priesthood) possible in the first place.
