I think it's got to be Vegeta... while the actions of the other characters were mistakes, they were more justifiable. Krillin didn't want to end 18's life. 18 didn't want to leave 16 behind to die. 17 had faith in 16 to win his fight because he KNEW that 16 was as strong. Vegeta gambled everything on an unknown quantity just so he could fuel his ego.
Another contributor to Cell's perfection was Kami. If you remember, Kami was the first person to detect Cell's presence when he came to the Z warriors' timeline and fail to mention it to anyone for 4 years. Cell was in his larval stage and could have easily been defeated by anyone, even humans lol. Even if he couldn't leave the tower he could have inform Mr.Popo or Korin to rely the message.
The part about bulma has got to be one of the most ridiculous reason to blame someone I've ever heard. It's kind of like selling a person a steak knife at walmart and then blaming the salesperson for them commiting murder.
I think it was always Vegeta's fault. He was the only one who let Cell actually transform while knowing what it meant, Krillen didn't know what would happen, Bulma couldn't of known about the potential of Cell, same for Goku. But Vegeta was in a position to destroy Cell while fully knowing what would happen if Cell transformed. I think that's why most people blame him.

I mean you could also blame Trunks for not Sniping the Kill but still the person who was in the best position to finish Cell before it became an issue was absolutely Vegeta.

The Dog President is to blame for Cell's perfection. He refused to increase the military budget and R&D, leading the Dog's army to be weaker then the Red Ribbon Army. This forced Goku to fight the Red Ribbon Army allowing Doctor Gero to escape and build the androids.
But on a more serious note, it's also Vegeta's fault for letting Gero get away after killing 19. Vegeta could have killed Gero and stopped him from releasing the androids in the first place

A very subtle, detailed analysis and I mostly agree, but the topic is who was most responsible for Cell's perfection, not his mere existence. Strictly speaking we should only consider actions by the Z fighters after Cell has reached his semi-perfect form. And, in that competition Vegeta must win hands down. Not only was Vegeta willing to let Cell absorb Android 18, but he would actually fight Trunks in order to do it. Vegeta is without doubt the most culpable for Cell's perfection (even if not necessarily his existence). Krillin is a close second, but he is not the worst because love beats pride as an excuse for foolishness. Trunks gets a gold star because at least he tried.
I understand that but at the same point the topic talks about how cell became perfect and if goku did what he had to, there would be no androids for cell to absorb and cell wouldnt be perfect.
Again, my thesis is that Cell's existence and Cell's attaining of perfection should be treated as fundamentally distinct. You can reject this thesis if you like, and in that case I would agree entirely with Qaaman's analysis. Otherwise, blame Vegeta!!! :-)

Sometimes I wonder why Vegeta's character took such a bad turn. He was so smart and crafty during the Saiyan and Namek saga. Even in the beginning of the Android saga it makes sense why he was overconfident (he had finally become a super saiyan). But you'd think after getting his ass kicked by 18 he would've realized that he's not unbeatable. The Vegeta that let cell transform didn't seem as calculating as the one who took on Zarbon, Dodoria, the Ginyu Force,etc

See I was thinking the same thing. I personally wanted to check up on it because I've only seen dragon ball once, even though I straight away thought. Wait a minute, Dr Gero was never a part of dragon ball, Goku couldn't have spared him because he was never even there to begin with. The best you can do is blame him for denying using the dragon balls to find the lab.

Trunks came back to further in the past and caught Gero trying to lure the girl who would later become Android 18 into his mancave and Goku and Krillin show up as well. Gero sent an android called android 9 to fight them but he ends up getting one shot by Goku leaving Dr Gero begging for his life and Goku ending up letting him live. Fun comic.
I don't really agree with Bulma. It's more or less a lose-lose scenario there. If Bulma had not made the time machine, then Trunks would not of been able to defeat the androids of his time and thus the Cell of that timeline would of been able to adsorb the androids and achieve his perfect form without any Z fighter intervention.

Well, in Goku's defense of not going along with killing Gero 3 years prior, they would've been charged with manslaughter. And do you believe that everyone in the courtroom would believe that someone from the future told them that the person they killed was going to create androids that can end mankind as we know it in 3 years and the quickest way to prevent it is to kill them, so they won't have to worry about the small shit? But then again, they might actually bring Future Trunks as proof, but everyone in the courtroom might also think that he is some guy pretending to avoid a jail sentence. But then again, again, Trunks could pop out a time machine with a capsule and ladies and gentlemen of the jury and our honor could actually go in there one by one and believe that's it's all true, but they would still get charged with manslaughter regardless.
Not to mention everyone else there agreed with the idea other than Bulma. One reason was to give Vegeta something to think about other than possibly being his villainous self.
TheJumbomus100 It could be since she may not have let Gohan train as much during the three year gap before the androids. I'm sure Goku when given the chance would have had him train to become a SSJ and could have done it within a year as evidenced in the Hyperbolic Time Chamber. At least by the time the androids came, Gohan may have been able to unleash his hidden potential and become SSJ2 earlier especially during the fight with the androids, never letting them win against the Z warriors. So basically she may not let him train as much especially by having to study.

Wow, that would actually make a good video. What if Goku somewhat died before the beginning of Dragon Ball? Cooler and his men could have done it. Grandpa Gohan could never find him or something. What would be Dragon Ball without Goku? Maybe Pilaf would manage to find the Dragon Balls and become the king of the world. If not, the Red Ribbon army would still be around. There would be no Piccolo, since Pilaf would never have a reason to find him. Raditz might just conquer the planet or let it be since he couldn't find Goku there (if he went for the strongest power level, it would lead him to Kami). The advanced androids would never exist and finally there would be no Boo, since no one would be strong enough to revive him. The strongest in the earth would probably be Tenshinhan.

I don't think he developed that complex until later. He killed even the generic footsoldiers. If Gero met him and survived, it was luck alone that saved him.
even so the fact is during the android saga goku didnt allow piccolo or vegeta to destroy android 19 or gero so that they could train in order to fight more challenging opponents. if they destroyed 19 and 20 right there the androids would never have been activated

So there were 2 future trunks? One was more more into the future, died in the process, and that's how cell is in the present. Other future trunks had time to go back, and try to change things. Weird.
In the Dragon Ball series in the anime, Dr. Gero was never brought into thought or presented him as the Doctor of creating Androids. His whereabouts have had to be very top secret deep within the Red Ribbon Army of their secret plots for world domination and needed the most important people to carry out their goals. Goku had only been fighting through the tower and succeeding in taking care of those Red Ribbon jerks and Goku had no clue whatsoever of whose behind making the Androids specifically since it was never brought up. Goku and friends thought it was over until Dr. Gero kind of rises and analyzes Goku and his enemies on her for a period of time. Goku is not at fault in cells arrival, since as a kid, it was only to get rid of the Red Ribbon Army, its soldiers, leaders.
Goku never even encountered Gero, so it's kind of hard to blame him for not killing a man he never met, and didn't know existed :P But the point about the Dragon Balls is valid, however, I know that even if they did find the lab beforehand, Goku couldn't kill an enemy that was defenseless, such as the Androids while they were powered down. And if he powered them on, he would have still been to weak to beat them at the time, and even if he could beat them, could he bring himself to kill them? After all, they frankly weren't very evil. If Goku would spare Frieza, surely he would spare a couple of humans that were tortured and experimented on by a madman and despite it all, weren't actually that evil...
Hey, Qaaman. There is one other that you didn't mention and also has a share of the blame as well. And that other is...Kami. The reason Kami shares some of the blame for Cell's perfection is because he knew of Cell's arrival from the future for 4 whole years, and said nothing about it to anyone until it was too late. If Kami had said something about it at a much earlier to the Z Fighters, Cell would've been dealt with earlier and easily since he was in his lavel form, and probably much weaker. So you can see that Kami was to blame for a certain degree for Cell's perfection.

One very important rule of writing: *Never* undermine something you've been building up to. That's why Cell's transformation and Buu's resurrection couldn't be stopped. I'm more interested in how Cell ( who had his entire upper body vaporized by Goku not long ago) managed to puke out Eighteen...alive and in one piece.
So it's a perfect storm of events that allow Cell to be born. Dr Gero created him, Bulma created the time machine, Trunks lost to Cell who then stole the time machine, Piccolo toyed with Imperfect Cell in their first meeting, The Androids wouldn't flee while 16 was holding off Cell, Krillin wouldn't destroy 18, Vegeta allowed Cell to live so he could become perfect, and Trunks wouldn't use his true power to save his father's pride. Perfect storm.
Piccolo didnt know that Goku could perform the Solar Flare. And Cell didnt have Tien Cells as far as he knew, that's why Cell being able to do it caught him off guard.
He did know that Goku could perform solar flare. Goku used it against Tien at the world martial arts tournament at the end of dragon ball. Piccolo watched that fight all the way through.
Bulma had literally no involvement in Cell's transformation. Remember the reason *how* Trunks was able to kill the Androids? It was through Trunks traveling back in time and discovering a way to kill the Androids. If the Time Machine never existed, then Cell would have absorbed the Androids anyways in the original timeline. No matter how you look at it, the only way to kill Cell and the Androids is Bulma inventing a time machine.
Well.. If you blame that other Future Trunks, who was killed, because he was too weak then you can blame EVERY human who couldn't stop Cell absorbing them. They were too weak also.
Difference between the alternate trunks and the humans is trunks had the potential to stop cell if he hadn’t taken the shortcut and turned off the androids instead of training to be strong enough to beat them he would’ve been able to kill cell as well so the logic in your argument is seriously flawed

I blame Krillin for it. When he trained with Goku he threw the rock that they where looking for (as master roshi told them to find). Then he cheated and Goku was without food. (if i remember correctly cuz he didn't find it in time). And that meal might have given him super saiyan 3 at that age. So it's all his fault! (U brought in kid goku so i did the same :D)
but that would require different wishes. 18's "death" would not be cell caused and they still had to wish for to bring back dead people cell killed. Afterwards bring back 18, but without the bomb being removed she might not exactly been that nice and marry Krillin.
Gregory Rodriguez I know that, but Goku didn't actually spare Gero, he just never found him. Goku was on a killing frenzy back then, he'd more than likely kill him during his rampage. Also, I don't think there would be peace forever. Babidi and his crew could have still arrived.

Another reason for Super Perfect's Cell's creation would also be Bulma, and maybe even her father (Dr. Briefs), removing Android 16's bomb. If it was never removed, 16 would have detonated and Cell would've died and a lot of things wouldn't have happened (SSJ2 Gohan would be non-existent and Android 18 would have died, ruining Krillin's lovelife, Goku would have never died.. etc).
Don't forget that the Androids did not emit energy so Imperfect Cell could not sense where they were. *Piccolo* decided to go fight Android 17 and his energy signal led Imperfect Cell straight to their location. This is another point against Piccolo. I think also that you have to take into account the level of intentionality in each character's actions...Simply failing to finish off Gero 25 years ago or whatever is not the same as Vegeta allowing Semi-Perfect Cell to absorb Android 18 on purpose or Piccolo making a bone-headed move...something totally unforeseeable like that isn't quite fair to hold against Goku in the same way we'd hold these other mistakes against the other characters.
what about commander red because he founded the red ribbon army? or kami for creating the dragonballs which the red ribbon army where after? or bardock for sending his son to earth? all of the z fighter together + freezer for contributing their dna to cell? also giving the second alternate future trunks responibility because he wasn't strong enough is bullshit. there was absolutly nothing he could have done to prevent cells actions. this is like saying all the people cell absorbed are responsible because they gave him the strength to overpower the androids
Actually Goku is responsible for deaths of milions of humans everytime new villain shows up. He just loves to fight stronger and stronger enemies. There was a moment when after Future Trunks warning about Androids, Krillin had an idea to ask Shenron about location of Dr. Gero lab to just destroy everything before they can even be released, Vegeta says "if you do that I will kill you" and then Goku "I want to have a chance to fight against androids too". Bulma was angry at him that he endanger human lifes and Goku just laughs at that.
I still blame Vegeta.He shouldn't known that one day his asshole attitude would be his undoing and this saga is it.He fought his son his own fucking son just to let Cell go perfect over pride.How can people say he is a better Father then Goku after that?
One problem with Quaaman's first theory on why Goku is responsbile. Goku never fucking met Gero when fighting the Red Ribbon Army, in fact in both the Manga and the anime there was never a single bit of indication that Gero even existed until Trunks mentioned him.
-Piccolo was taken by surprise by imperfect Cell's taiyouken attack, because it is rarely used even by the Z fighters who master it. He was probably expecting a Kamehameha. He is also taken by surprise when Buu absorbs him, because it was an unexpected move. -Android 17 was too arrogant to flee, 18 was too concerned about 16 to leave him (and that's one of the things that made Krillin realize how human she was, and that she was not evil). -Krillin.... well Bulma should have known that telling Krillin of all people to go destroy a pretty girl was bound to fail. In any fight he or the Zs had against a girl (18, Zangya...) he was always distracted by the fact the enemy was a woman. Just Trunks mentioning that one of the androids is a "pretty girl" distracts him at first. But, let's say he did press the button, does he even have the power to destroy her body? Not sure about it. -Bulma: should have given the remote control to Gohan or another strong character. -VEGETA: definitely has no excuse for letting Cell absorb android 18. He didn't care about the future of the Earth, of his wife and son, all he wanted was to try out his muscle against a powerful opponent at whatever cost. All the other characters except Vegeta actually tried to do something, the androids obviously didn't want to be absorbed, the only one who wanted it and thus worked towards Dr Gero's goal was Vegeta, so I would put him on top of the list.

Vegeta did that, yes. But that didn't directly lead him into super perfect cell. It was rather goku or gohan. Gohan for not finishing it in time. Goku because not only should he have killed cell with the kamehameha, but he could've killed semi perfect well he was rescuing piccolo and tien and during the cell games. He also gave cell a sensu bean. And there's a lot more.

Jody Strickland I know. But he didn't reach super perfect because of him. He reached super perfect because of both gohan and goku. Gohan did exactly what vegeta did and more, the cost of his fathers life. And he reached his ultimate perfection, not just his perfect form. And goku could've killed cell so many times. And he denied every time. And when cell reverted to his semi perfect form, they both could've killed him, but didn't. They both are the primary reason why super perfect cell was a thing.
Lol, Gohan couldn't have killed Perfect Cell if Vegeta killed Semi-Perfect Cell... could he ? In a timeline sense Vegeta's act comes before Gohan's act, for an example if i want to eat cereal and the company that produced it would never had done so, i couldn't have eaten that cereal, same thing with Gohan, he couldn't have toyed around with P. Cell if Vegeta killed S-P. Cell.
the first time goku wasnt in the super hyobolic time chamber yet, so he couldnt have beaten cell, if goku had one fault it would be that in a war of attrition with senzu beans he could have killed cell. but the point is veggeta HELPED cell while everyone else tried to hinder him. his actions of helping alone makes him most responsible! blameing goku for examples that you cant/wont properly explain is rediclous, yes senzu bean problem but this video was about him achieving his perfect form. and blaming gohan for not being emotionally perfect is also stupid.
I wouldn't say Kid Goku is to blame for all this, since he wasn't aware of Dr Gero's existence back in DragonBall. However Goku is still partly to blame for not stopping Gero in the Trunks Saga, he had 3 whole years to find him before he created the androids and Cell, but Goku and Vegeta let their saiyan pride rule their better judgement. Vegeta is really the most to blame for Cell becoming perfect, he had Cell completely outclassed and yet stood there and watched as Cell absorbed 18 and even kicked Trunks for even trying to get in Cells way. The saiyans and their pride is always their biggest downfall.
This is my thought line from this video due to what you said, b4 you said the candidates, Goku, once you announced them, either Vageta or Krillan, then Krillian once you explained more, back to Vegeta, then near the end I started thinking Goku again but I left him out due to your candidates.

Piccolo: You can't criticize him for being surprised, but he had the opportunity to kill the City-eradicating monster before any innocents died- but even in hindsight, doing this caused them to find Gero's secret lab, which could have been integral for 'Stopping' Cell's transformations; Responsibility- Moderate The Androids as a collective group: #16 could have entered the fray immediately, but he may not have been aware of Cell's strength exceeding the others until after he blows out Piccolo's torso; #16 is not responsible at all #17 was acting in character, and his death was a case of Dramatic Irony, as the audience and the more informed characters know #17 doesn't stand a chance, but #17 has only seen Cell finish off a weary Piccolo, and get Curb-Stomped by #16; #17 is not responsible at all #18 however was far more responsible than the others because unless I'm remembering the sequence and timing of events wrong, she had enough time to not only escape to a safe area, but to take #16 with her as well. The only way her blame could be mitigated would be if #16 wouldn't be able to handle super-sonic travel with his head injury. Her blame also decreases over time, as once Cell finds her, she's basically screwed; #18 was mildly responsible Krillin: Oh Krillin... I got nothing. He refused to kill #18, despite knowing the danger of her being absorbed, and his excuse is absolutely no reason for him to escape blame. that said, he did have two ascended Saiyans to kill Cell, so he had good reason to believe killing her would have been excessive; Responsibility- High Vegeta: VEGETA! The only defense I can muster for him is that he's acting in character. But his character is foolishly arrogant, pointlessly cocky, and only cares about his enemy being as strong as possible. If anyone is more responsible than Gero himself, it would be Vegeta; Responsibility- OVER NINE THOUSAND!!!!!!!!!!!!!!!!!!!! Trunks: The only blame that can be thrown on Trunks is his lack of involvement in the Cell fight until the above bonehead move by Vegeta, but he knew, he knew for a fact that his interference would only anger his father more, and not in a helpful way; Responsibility- small Bulma: Poor Bulma, hindsight has pinned the blame on her, despite her not even being aware of Cell's existence; Responsibility- None Gohan: I don't think this counts, but it can be argued that Power Corrupts, as the same thing happened to Goku to an extent in the Frieza fight. But in this context, he should have realized the urgency of killing Cell, and if this counts as helping Cell; Responsibility- Moderate to High Goku: I've already said that he couldn't have prevented Cell's existence as you claim, but that's not all. He was too weak, or bedridden, or resting for the Cell Games whenever he had a chance to fight Cell. So Goku is not responsible? Wrong. ***** You are right but there is one big problem and a plot hole (this is my opinion), who is Dr. Gero? we never saw him when Goku beat the Red Ribbon Army when he was a kid, the guy with the Red hair was the leader and 1 series later all of the sudden Dr. Gero was the brains behind it and Goku supposedly let him live? So Goku killing Gero makes no sense since he never existed at the time and was added in when they introduced the Androids. I blame Vageta for letting Cell complete his transformation, he was too arrogant, there was also Krillin who broke the controller, I guess he is at fault but I don't blame him, I mean Android 18 is kind of hot lol.

I find it silly you blame Goku for not murdering Gero years ago with no way of knowing it would end up with Cell, but suddenly it's too silly to blame Gero's parents. The only ones I can really blame are Krillin, because he knew the potential consequences when he destroyed the remote, and Vegeta, who intetionally made sure it happened.
At some part, I agree with you, but it was love that conquered his conscience. If he pressed the button, 18 would be dead, then Vegeta or Trunks kills Cell (And 17 in the process) and both 17 and 18 will be together again, in hell. I don't know about 16, but he might get killed too, because he still has an intent to kill Goku.
Nevvon Dennis Yeah but who knows maybe Android 17 was enough because Gohan punches 18 out of Cells chest fully intact but when Cell returns after exploding he maintains the exact same appearance as his perfect form. Maybe Cell could have also achieved his perfect form from a few Zenkai boosts, who knows for sure. Either way I think i'd blame the most because Goku never knew what was at stake at the time when he let Giro live where as Vegeta did and didn't give a shit.
Cell is most responsible for Cell's transformations. There are no positive obligations; that is, Goku or anyone else is not responsible for another person's actions, namely Cell's actions. Because it was Cell who directly caused his own transformations, he is the one responsible for them.
The transformation of cell's the most blame is on………Cell. Why because if there was no Cell there would be no Cell. Also Cell could have stayed imperfect but he wanted to be perfect.

Alexander Cajuste Well technically, Goku, Vegeta and Android 16 would have killed/stopped him earlier on when they blasted off his limbs and tore off his tail. Also, when Cell blew himself up he was able to regenerate. Just Piccolo and Kami being on earth made this possible for Cell. Which is what made him much for difficult to defeat. Although the Saiyan cells contributed at the end when he came back to earth.

I feel like it's worth noting that Tein could've jumped in with his barrage of tri-beams the moment cell snuck up behind 17. If he managed to push semi perfect cell into the dirt over a dozen times I imagine he could've done even better against imperfect cell and bought 17 some time to escape.

I still think piccolo is the one to blame. He could've ended it right then there. Cell knew it, that's why he fled and stayed out of sight while absorbing more people to power up some more.
This seems to be a common problem with all of the arcs starting with post SSj transformation Freiza saga. In the Cell and Buu sagas also, there were opportunity's where the Z-fighters could have defeated the villain of the saga, but do to Akira's writing there was always something that got in the way that prevented them from doing so in order to give the villain a upper hand.

There are a lot of people at fault for this but I would say one of the most responsible is Kami. He actually knew of the existence of cell before he even hatched and could had been prevented if he had told the Z fighters early on. Of course also Vegeta is to blame mainly since he actually let Cell absorb Android 18 just so he can have a challenge and put the earth in danger. Krillin is also at fault cause he could have used the remote to deactivate the android but he had feelings for the android and couldn't do it.
Most of the blame is indirect and merely circumstantial or based solely on time. My one gripe is the Bulma thing she was indirectly related because she never intended to give him the time machine I'm sure she would've destroyed it or disabled it if she saw or knew cell might use possibly even creating a countermeasure such as a bio lock.
It mostly Vegeta fault he was beating cell when he became Super Vegeta against Semi Perfect Cell he could killed but Cell knew that Vegeta like a challenge so he told Vegeta that he would be stronger if he get to his Perfect Form so he let him Krillin didn't need to kill #18 since Vegeta was beating Cell even though Goku didn't kill Dr Gero when he was a kid he probably didn't know he lived so out of everyone it ALL VEGETA FAULT
Actually, no, it was Piccolo's fault. He had the chance, when he met Imperfect Cell, to kill him. Cell merely surprised him when he used Kamehameha- that didn't make Imperfect Cell stronger than Piccolo. It was Piccolo's want for knowledge that allowed Cell to escape, along with other warriors that arrived. Had they not arrived, and had Piccolo not allowed Cell to om nom on his arm, I'm pretty sure Piccolo could have killed Cell right then and there.
Vegeta and Gohan were directly involved with the perfection and super perfection of Cell. Both of them let their powers go to their heads and fucked up big.

Another contributor to Cell's perfection was Kami. If you remember, Kami was the first person to detect Cell's presence when he came to the Z warriors' timeline and fail to mention it to anyone for 4 years. Cell was in his larval stage and could have easily been defeated by anyone, even humans lol. Even if he couldn't leave the tower he could have inform Mr.Popo or Korin to rely the message.
The part about bulma has got to be one of the most ridiculous reason to blame someone I've ever heard. It's kind of like selling a person a steak knife at walmart and then blaming the salesperson for them commiting murder.
I think it was always Vegeta's fault. He was the only one who let Cell actually transform while knowing what it meant, Krillen didn't know what would happen, Bulma couldn't of known about the potential of Cell, same for Goku. But Vegeta was in a position to destroy Cell while fully knowing what would happen if Cell transformed. I think that's why most people blame him.

The Dog President is to blame for Cell's perfection. He refused to increase the military budget and R&D, leading the Dog's army to be weaker then the Red Ribbon Army. This forced Goku to fight the Red Ribbon Army allowing Doctor Gero to escape and build the androids.

A very subtle, detailed analysis and I mostly agree, but the topic is who was most responsible for Cell's perfection, not his mere existence. Strictly speaking we should only consider actions by the Z fighters after Cell has reached his semi-perfect form. And, in that competition Vegeta must win hands down. Not only was Vegeta willing to let Cell absorb Android 18, but he would actually fight Trunks in order to do it. Vegeta is without doubt the most culpable for Cell's perfection (even if not necessarily his existence). Krillin is a close second, but he is not the worst because love beats pride as an excuse for foolishness. Trunks gets a gold star because at least he tried.

Sometimes I wonder why Vegeta's character took such a bad turn. He was so smart and crafty during the Saiyan and Namek saga. Even in the beginning of the Android saga it makes sense why he was overconfident (he had finally become a super saiyan). Gero sent an android called android 9 to fight them but he ends up getting one shot by Goku leaving Dr Gero begging for his life and Goku ending up letting him live. Fun comic.

If Bulma had not made the time machine, then Trunks would not of been able to defeat the androids of his time and thus the Cell of that timeline would of been able to adsorb the androids and achieve his perfect form without any Z fighter intervention.

There would be no Piccolo, since Pilaf would never have a reason to find him. In the Dragon Ball series in the anime, Dr. Gero was never brought into thought or presented him as the Doctor of creating Androids. His whereabouts have had to be very top secret deep within the Red Ribbon Army of their secret plots for world domination and needed the most important people to carry out their goals. Goku had only been fighting through the tower and succeeding in taking care of those Red Ribbon jerks and Goku had no clue whatsoever of whose behind making the Androids specifically since it was never brought up. Goku and friends thought it was over until Dr. Gero kind of rises and analyzes Goku and his enemies on her for a period of time. Goku is not at fault in cells arrival, since as a kid, it was only to get rid of the Red Ribbon Army, its soldiers, leaders.
Goku never even encountered Gero, so it's kind of hard to blame him for not killing a man he never met, and didn't know existed :P
But the point about the Dragon Balls is valid, however, I know that even if they did find the lab beforehand, Goku couldn't kill an enemy that was defenseless, such as the Androids while they were powered down. And if he powered them on, he would have still been to weak to beat them at the time, and even if he could beat them, could he bring himself to kill them? After all, they frankly weren't very evil. If Goku would spare Frieza, surely he would spare a couple of humans that were tortured and experimented on by a madman and despite it all, weren't actually that evil...

There is one other that you didn't mention and also has a share of the blame as well. And that other is...Kami.
The reason Kami shares some of the blame for Cell's perfection is because he knew of Cell's arrival from the future for 4 whole years, and said nothing about it to anyone until it was too late. If Kami had said something about it at a much earlier to the Z Fighters, Cell would've been dealt with earlier and easily since he was in his lavel form, and probably much weaker. So you can see that Kami was to blame for a certain degree for Cell's perfection.

One very important rule of writing: *Never* undermine something you've been building up to. That's why Cell's transformation and Buu's resurrection couldn't be stopped. I'm more interested in how Cell ( who had his entire upper body vaporized by Goku not long ago) managed to puke out Eighteen...alive and in one piece.
So it's a perfect storm of events that allow Cell to be born. Dr Gero created him, Bulma created the time machine, Trunks lost to Cell who then stole the time machine, Piccolo toyed with Imperfect Cell in their first meeting, The Androids wouldn't flee while 16 was holding off Cell, Krillin wouldn't destroy 18, Vegeta allowed Cell to live so he could become perfect, and Trunks wouldn't use his true power to save his father's pride. Perfect storm.
If you're going to throw blame around, then what about cartoon network? If they never showed DBZ, then cell couldn't reach his perfect form.

Piccolo didnt know that Goku could perform the Solar Flare. And Cell didnt have Tien Cells as far as he knew, that's why Cell being able to do it caught him off guard.
He had Krillins cells. Look back and you will see Krillin performed Solar Flare, On earth, and and Namek.

He did know that Goku could perform solar flare. Goku used it against Tien at the world martial arts tournament at the end of dragon ball. Piccolo watched that fight all the way through.
Bulma had literally no involvement in Cell's transformation. Remember the reason *how* Trunks was able to kill the Androids? It was through Trunks traveling back in time and discovering a way to kill the Androids. If the Time Machine never existed, then Cell would have absorbed the Androids anyways in the original timeline.
No matter how you look at it, the only way to kill Cell and the Androids is Bulma inventing a time machine.

I blame Krillin for it. When he trained with Goku he threw the rock that they where looking for (as master roshi told them to find). Then he cheated and Goku was without food. (if i remember correctly cuz he didn't find it in time). And that meal might have given him super saiyan 3 at that age. So it's all his fault! (U brought in kid goku so i did the same :D)

Another reason for Super Perfect's Cell's creation would also be Bulma, and maybe even her father (Dr. Briefs), removing Android 16's bomb. If it was never removed, 16 would have detonated and Cell would've died and a lot of things wouldn't have happened (SSJ2 Gohan would be non-existent and Android 18 would have died, ruining Krillin's lovelife, Goku would have never died.. etc).
Don't forget that the Androids did not emit energy so Imperfect Cell could not sense where they were. *Piccolo* decided to go fight Android 17 and his energy signal led Imperfect Cell straight to their location. This is another point against Piccolo.
I think also that you have to take into account the level of intentionality in each character's actions...Simply failing to finish off Gero 25 years ago or whatever is not the same as Vegeta allowing Semi-Perfect Cell to absorb Android 18 on purpose or Piccolo making a bone-headed move...something totally unforeseeable like that isn't quite fair to hold against Goku in the same way we'd hold these other mistakes against the other characters.

Actually Goku is responsible for deaths of milions of humans everytime new villain shows up. He just loves to fight stronger and stronger enemies. There was a moment when after Future Trunks warning about Androids, Krillin had an idea to ask Shenron about location of Dr. Gero lab to just destroy everything before they can even be released, Vegeta says "if you do that I will kill you" and then Goku "I want to have a chance to fight against androids too". Bulma was angry at him that he endanger human lifes and Goku just laughs at that.

One problem with Quaaman's first theory on why Goku is responsbile. Goku never fucking met Gero when fighting the Red Ribbon Army, in fact in both the Manga and the anime there was never a single bit of indication that Gero even existed until Trunks mentioned him.

All the other characters except Vegeta actually tried to do something, the androids obviously didn't want to be absorbed, the only one who wanted it and thus worked towards Dr Gero's goal was Vegeta, so I would put him on top of the list.

And he denied every time. And when cell reverted to his semi perfect form, they both could've killed him, but didn't. They both are the primary reason why super perfect cell was a thing.

I wouldn't say Kid Goku is to blame for all this, since he wasn't aware of Dr Gero's existence back in DragonBall. However Goku is still partly to blame for not stopping Gero in the Trunks Saga, he had 3 whole years to find him before he created the androids and Cell, but Goku and Vegeta let their saiyan pride rule their better judgement.
Vegeta is really the most to blame for Cell becoming perfect, he had Cell completely outclassed and yet stood there and watched as Cell absorbed 18 and even kicked Trunks for even trying to get in Cells way. The saiyans and their pride is always their biggest downfall.

#16 could have entered the fray immediately, but he may not have been aware of Cell's strength exceeding the others until after he blows out Piccolo's torso; #16 is not responsible at all
#17 was acting in character, and his death was a case of Dramatic Irony, as the audience and the more informed characters know #17 doesn't stand a chance, but #17 has only seen Cell finish off a weary Piccolo, and get Curb-Stomped by #16; #17 is not responsible at all
#18 however was far more responsible than the others because unless I'm remembering the sequence and timing of events wrong, she had enough time to not only escape to a safe area, but to take #16 with her as well. The only way her blame could be mitigated would be if #16 wouldn't be able to handle super-sonic travel with his head injury. Her blame also decreases over time, as once Cell finds her, she's basically screwed; #18 was mildly responsible

***** You are right but there is one big problem and a plot hole (this is my opinion), who is Dr. Gero? we never saw him when Goku beat the Red Ribbon Army when he was a kid, the guy with the Red hair was the leader and 1 series later all of the sudden Dr. Gero was the brains behind it and Goku supposedly let him live? So Goku killing Gero makes no sense since he never existed at the time and was added in when they introduced the Androids.

I find it silly you blame Goku for not murdering Gero years ago with no way of knowing it would end up with Cell, but suddenly it's too silly to blame Gero's parents. The only ones I can really blame are Krillin, because he knew the potential consequences when he destroyed the remote, and Vegeta, who intetionally made sure it happened.

If he pressed the button, 18 would be dead, then Vegeta or Trunks kills Cell (And 17 in the process) and both 17 and 18 will be together again, in hell. I don't know about 16, but he might get killed too, because he still has an intent to kill Goku.
Nevvon Dennis Yeah but who knows maybe Android 17 was enough because Gohan punches 18 out of Cells chest fully intact but when Cell returns after exploding he maintains the exact same appearance as his perfect form. Maybe Cell could have also achieved his perfect form from a few Zenkai boosts, who knows for sure. Either way I think i'd blame the most because Goku never knew what was at stake at the time when he let Giro live where as Vegeta did and didn't give a shit.

Alexander Cajuste Well technically, Goku, Vegeta and Android 16 would have killed/stopped him earlier on when they blasted off his limbs and tore off his tail. Also, when Cell blew himself up he was able to regenerate. Just Piccolo and Kami being on earth made this possible for Cell. Which is what made him much for difficult to defeat. Although the Saiyan cells contributed at the end when he came back to earth.

This seems to be a common problem with all of the arcs starting with post SSj transformation Freiza saga. In the Cell and Buu sagas also, there were opportunity's where the Z-fighters could have defeated the villain of the saga, but do to Akira's writing there was always something that got in the way that prevented them from doing so in order to give the villain a upper hand.
If you think about it.... It was Videle's fault. Cell wouldn't have needed to transform if he just saw Dat Ass.

There are a lot of people at fault for this but I would say one of the most responsible is Kami. He actually knew of the existence of cell before he even hatched and could had been prevented if he had told the Z fighters early on.
Of course also Vegeta is to blame mainly since he actually let Cell absorb Android 18 just so he can have a challenge and put the earth in danger. Krillin is also at fault cause he could have used the remote to deactivate the android but he had feelings for the android and couldn't do it.
Most of the blame is indirect and merely circumstantial or based solely on time. My one gripe is the Bulma thing she was indirectly related because she never intended to give him the time machine I'm sure she would've destroyed it or disabled it if she saw or knew cell might use possibly even creating a countermeasure such as a bio lock.
It mostly Vegeta fault he was beating cell when he became Super Vegeta against Semi Perfect Cell he could killed but Cell knew that Vegeta like a challenge so he told Vegeta that he would be stronger if he get to his Perfect Form so he let him Krillin didn't need to kill #18 since Vegeta was beating Cell even though Goku didn't kill Dr Gero when he was a kid he probably didn't know he lived so out of everyone it ALL VEGETA FAULT
Actually, no, it was Piccolo's fault. He had the chance, when he met Imperfect Cell, to kill him. Cell merely surprised him when he used Kamehameha- that didn't make Imperfect Cell stronger than Piccolo. It was Piccolo's want for knowledge that allowed Cell to escape, along with other warriors that arrived. Had they not arrived, and had Piccolo not allowed Cell to om nom on his arm, I'm pretty sure Piccolo could have killed Cell right then and there.
