The absence of road gullies to collect rainwater results in mud accumulating and the weeds then grow in the mud. Litter gets trapped in the weeds and causes more blockages. The weeds on the raised kerb should be removed as well.

The highway is much freer from trash than the city. The sweeper trucks do a good job, and it appears to be needed.
