That is a somewhat rare spawn. My suggestion is if you're only looking for the memory and not caring about farming anything, just run around and search while ignoring everything else. If you don't find the tileset before the ambush point, simply abandon and restart until you do. However, if you're doing this method, please do it on either Shrouded Woods or Bone Orchard as I've never seen the tileset spawn before the ambush point in Hollow Heart on all my test runs when making this video. Hope this helps.
I finally got this finally after 300 runs just looking for it. I started adding modifiers, and added 3 greed imbuements and it popped up the first time I did in the shrouded woods.

I have done sooo many Expeditions on Reaver Woods in all of them and still cant find that tower with the zipline

Impossible, I also have 300 runs and the zip line tower never appears.
