The thing that made the Captain America films so good was the stories plus the supporting characters. Black Widow, Falcon, Nick Fury, Bucky. And here we just have Captain Sam and some new guy to be his Falcon. And no way he's surviving any kind of Hulk without super-serum. Hell, Blonsky got wrecked even with the serum.
