While this committee has a responsibility to move bipartisan solutions for, to protect them, I strongly advocate for the reauthorization of title four B. Families need resources and support so they don't need to come into the child welfare system in the first place."

      The crafting of this argument is to lump all youth services under 1 roof and 1 cookie cutter operating system. Then create blanket regulation and have the government have control what goes on with your kid. The same people that are stating rampant abuse though still spending $23B a year. After a 3 year study and $79B, the descriptions of unimaginable abuse, why are any of them still open? Why is the National Guard not locking these places down now?

      It's NOT broken ; it functions Exactly as designed.
      It is a " BUSINESS " where children are ruthlessly " Forced Adopted " to horrific Complete Stranger's.
      All thanks to A.S.F.A ( Oxymoron ) Safe Families .and Adoption Act.
      Our Children were ripped from safe loving families that didn't have money to fight these Network's.

      When I was trafficked to Outback Therapeutic Expeditions out in the desert directly next to Dugway Proving Ground, I was first taken across state lines via plane from Oakland Airport and handed off to two other transporters in Salt Lake Airport. The field house where I was forcibly strip searched was in Lehi.
      The wilderness program I was taken to in winter of 2011 was owned and operated by Aspen Education Group, which is owned by Bain Capital, which was founded by Senator Mitt Romney (UT).
      Every single girl from the wilderness program I was in ended up being sent to residential treatment programs. Wilderness programs are used to psychologically break children so they’re more compliant in the RTCs.

      You understand Salt Lake and Provo are in different counties right?
      This has never been a state run school. It’s changed hands a number of times. I’ve known a couple of people who worked there. One I think was before Paris was there. I can’t remember what she did. Maybe a teacher. There were a lot of celebrities kids there. The others were night desk people on the weekends. Never heard stories from them. But I don’t think they came in contact with the kids much.
      Definitely not doubting her stories. And there real does need to be stronger laws in these places. It’s all about the money just like she said.

      @@Ketowski as a member of said church I can tell you that is 💯 not true. The church definitely demands mandatory reporting. If a leader does not report child abuse (or any abuse for that matter) their church membership is at risk. People who are members of the church and abuse children lose their membership. The only way they can return is by approval of the First Presidency. And it’s a very long process, years and years long. Many never receiving that approval.
      Secondly the church does not, and never has had anything to do with Provo Canyon School. You are really marking a stretch here. I’m guessing you think every employee of that school is a member of the church which is simply not true. Especially since many of the owners were never members or associated with the church. You are just another bigoted Mormon hater. I suggest you get your facts right before making such ignorant comments. And you had better have solid hard facts. Not innuendo or another Mormon haters option and fact less accusations. I’ve seen it all and people like you are disgusting in your hatefulness. People like you are a dime a dozen.
      Good for Paris Hilton for speaking up and trying to make a difference. I’m pretty sure she’s interacted with members of the church here in Utah as they work together to change laws.

      Agreed. Our system is out dated. Society has changed tremendously, though cornerstones of our society have not. Mental Health needs a revisit, Schools, our Politicians need to be updated, our media needs to shift...the list goes on.

Unfortunately, this critical and delicate social issue is a reflection of our society at the moment...in that the kids are not what matters most here, it is the celebrity and catchy headlines. As a collective, it would do us well to expect the crafted media shock and spend our efforts digging through details instead. Our dumbing down is our own decision, and we are tasked as being the leaders of our youth.

      @Ketowski Absolutely. More often than not there is a breakdown in leadership, i.e., the Parents. Regardless of race, economic status, etc a lack of some semblance of a family structure often times can be traced back to needing some attention, among other things. And it could also mean the kid getting out of the line of fire for a toxic meltdown of a marriage and home is a major release that is truly helpful for all parties, and the kid knows it.

    I’m proud of Paris. I have heard some of her story in the past and it should shake the world that someone who comes from such an affluent family and dioes have people who love her was monitored, punished, drugged, sexually abused and more. I can’t imagine the courage it has taken for her to share her story with such vulnerability.. When she said, she believes God placed her there so she could now turn her pain into purpose moved me to tears. She is a great shining light of hope for thousands of children. Bravo Paris. 👏👏❤️🙏

    Thank you for speaking out about the atrocities you experienced at Provo Canyon School. Unfortunately, this is systemic and has been going on for decades. Children are being ripped from families asking for support and handed over to CPS. Support should be 1. Food stamps, 2. Food Programs 3. Shoes and Closthing 4. School supplies, books etc and possibly heating and electric stipends. Thank you Paris Hilton for sharing your testimony and giving a voice to those children being tortured in these facilities.

    Many kids do not end up in these facilities, but live in a toxic family environment, and at the end of the day, may end up in a killing spree or other criminal activities.
    The federal government could fund more mental healthcare for free the financially disadvantaged families: detection, follow up, treatment, counselling etc. Maybe the US could be a safer place to live?

    Oh my goodness, I’ve been saying what she’s saying since 2002 when I witnessed Minneapolis, Edina, Alamance County, and Michigan Public School Districts abuse, exploit, and harm children with complex medical needs and their parents be bullied by school administrators. So sad, still no oversight by the Department of Health and Human Services, Social Security Services, and the Department of Justice. My daughter wasn’t feed by her teacher at Stephen Knolls for 14 days which caused low-sugar count seizures and it put us in the hospital for nearly 7 months. I was threatened with the police because I checked that teacher and principal! It seems like the United States has waged war on children with disabilities and complex medical needs. 🤷🏽‍♀️

    My ONLY critique was in regards to her last response. While granted she remained on her focus points, she could have conjecture that needs and resources for non-criminal Displaced Youth Citizens could begin as fundamentally as upon the signing of the Birth Certificate, the Parent(s) who chooses to keep the baby should be required to name at least 3 next-of-Kin or other Individuals outside of the Nuclear Household, who can be considered Priority placements for these Newborns in the event of parental death (better to have and not need, etc...) as early as the 6th month but no later than 72 hours post-birth: which can reduce the turnaround rate by establishing a Proxy Register that can be filed through the Social Security Office Fedeally, and later be used as an Official Document in Foster Care hearings on a State Level. She could have also mentioned that defining needs and resources for these proxies can be outlined, but would need the flexibilty to be evaluated and apportioned based on a State and Local level. Or even better: she could have said that such needs and resources is why the committee exists and have them answer their own question.
    Otherwise: MASTERCLASS LOBBYING.

Some of the big organizations that are no longer around did share many characteristics of some controversial ideology and applications. You are highlighting one of the key issues with how this whole presentation and legislation is being processed without attention to detail. They (Paris Hilton and her Comrades) are mashing all services under 1 tent. The problems that Paris Hilton experienced at a high end, private pay treatment facility, does not translate to the situational danger of a 5 year old migrant girl...that is being bounced around a broken system, nor does it work the other way around. So, coming at a multi-faceted issue, with kids involved and burning through $23B, a year of taxpayers' monies should be treated with delicate tuning for optimal sensitivity, not with a 1 size fits all solution.

      A lot of celebrities put their kids in these schools. Lots of wealthy families have kids in them. Which is part of the problem. They go after the rich people to recruit.

      She was in 4 programs, according to her. According to her she was rebellious at some, running away, etc. At some point even running away (multiple times). On one of these excursions she went to live with a friend, changing her whole attire, cutting/dyeing her hair to appear as a boy with a new name and everything, alter ego style...according to her.

    Well Im old enough to remember her going out under age to night club with her rich nepo baby friends doing drugs drinking & out of control.. Her parents put her in a boot camp facility cuz she wouldnt listen to her parents or authority mentors . . Why hasnt she opened up her home to foster kids ?

      She is still out night clubbing, though now she owns them. Its a hybrid of Americas Party Girl and Americas Mom. Thanks to stunts like this. Using tax funded publicity, she earns street cred as being genuine, brand awareness goes way up, and everyone will just drive by the facts, listen to her scripted narrative and ultimately society and the kids will be worse off. All the while she will still be opening new clubs.

    Detention is for Punishment not for Treatment, the State has that Right when they find you guilty.

      Secret Juvenile Courts aka Kangaroo Court is considered a 'Civil " matter ,and therefore hearsay and or ,Lies are allowed.
      No proof is required at all.
      This is why they get away with it .
      The fact is Child abuse ,and or neglect are Crimes ,and proceed in a "Criminal" Court.

    Greetings and thank you, Paris Hilton, for your courage for speaking forward in this regard. I know about the Foster Care system. Children in the region’s foster care system have been totally blessed; some abuses have been reported, though, never a brutal beating death recorded in regard to foster care givers. Things could very well have been much worse for children in the Texas CASA system.
    The information you’ve provided is so significant & helpful for families to know the inside stories in foster care systems across the nation. Families must fight for their minor relatives to save them from living the foster care nightmare. PASS THE ACT!!!

      I agree with your insight. Though to take it a step further, I would urge input from the kids of both Public and Privately funded that these services actually worked very well for. Investigate what in particular should be magnified and built upon, not just torn tear everything down.
