I read a scientific study once on rice as it responds to words. The scientist had three bowls of rice.
Bowl one: he spoke ugly to the bowl of rice. Within a few days it got black mold.
Bowl two: he ignored it, didn't say anything. It lasted a little longer but eventually got moldy also.
Bowl three: he spoke complimentary, nice words to it, praising it daily. That bowl lasted 3 weeks before it started to change color.
Taking that study into consideration, I would imagine if you prayed positive thoughts for happy, healthy hair over your rice water before use, you may expect even better results.

Get some handful of fresh neem leaves and grind it to a fine paste with water. Apply this paste on the scalp and leave it for an hour or so. Then wash it with shika kai powder. You can get rid of lice very easily! My parents did this when I was a kid and it worked well. So do give it a try
