Correction at 0:49 -> It's not Large AI Models, it is Large Language Models (LLM). As a CTO and Co-founder at an AI Company, this is truly disheartening to hear the government. AI is still in it's nascent stages and we need to nurture it. "AI Models" don't think. They merely reciprocate the information collected from the Training dataset. This information can be racist or woke, the developer doesn't know. However, what we can do is maintain certain checks and balances like word associations for eg. Biharis with diseases, Modi with Godhra incident to make it more suitable for the ruling party.
It is also a in built control by the government to ensure only certain players may get permission to test their models thus creating another domain where players who are hand in glove with the ruling establishment get an unfair advantage. A disclaimer would indeed be the right way to go. As of today no other country has asked that permissions be taken before testing of any LLM models.

Before taking any pride, just notice what sparked this - telling Modi a fascist. Whether you're a Modi Bhakt or whatever, the main here thing is, this is politically motivated. That makes me doubt which direction this "regulation" will go. Will it be a regulation or tech companies can just pass by, by being politically correct for Indians?

Just like how many tech based industries are non existent in India because other countries are far more attractive. I would suggest the government should avoid any such regulations if it can slow down industry's growth in any possible way. We don't want license raj in service sector🙏
Our IT minister is wrong here. Taking permission from Govt doesn't make the AI models any better and filling out a form for the govt will not make the internet safer. It gives the government a higher edge over the AI so if any mishaps were to occur, the government can act immediately with legal justifications in order to put a stop to it.

when its a technology that is never tried before, it is better to start with no regulations to experiment new possibilities, what good is it to build hurdles when the technology itself is at its infancy. This will just discourage many firms with financial backing to experiment with the technology because if the AI makes a mistake, with the regulations the firm will risk it all on legal battles. This will reduce the risk takers and in return block the possibilities of innovation, again leading India back in the race of an emerging technology.

This is how the west functions under the garb of freedom , so Bruh ....take it easy , india Is the Future and no one is kissing it goodbye. All the AI's of the world will be here and they will abide by the regulations 👍

The TV channels also are required to register everywhere in the worldold so this is not different. Permission does not mean stopping them but ensuring bad actors are not involved.
After disastrous launch of Google Gemini AI i think it's good step. AI can manifest itself for more harmful than it can be for any goodness. Not saying we shouldn't use AI, just don't rely on it. Just like we did with Computers.

Regulations are very essential for any sector. We seem to have gone from having ineffective regulations to not having any regulations. Now as we talk about bringing regulations; it will all depend on how effective they are made to be or are they like many of the current day laws that are namesake except for their associated deliberate loopholes. As for AI is concerned; I hope the starting point is where to permit use of AI. Not only because they are heavy consumers of energy, infrastructure and natural resources like water and other elements but also because the idea of Degrowth needs to be applied to technology as much as fashion industry. Degrowth in technology will not imply not investing in research but to the fact once established working model of a tech product is know - what are the costs of roll out to public and costs in terms of human and planet health as much as priority given current day critical issues humanity faces.

Given all the call center scams coming out of India in the past years, I think India is a perfect country to call out the importance of AI safety. Imagine what kind of India call center scams we will have in future if there is no tight regulations on AI rollout.
India is wise to be cautious in rolling out Artificial Intelligence. According to the "most influential English language philosopher of the nineteenth century," John Stuart Mill (1806-73), "He who knows only his own side of the case knows little of that. His reasons may be good, and no one may have been able to refute them. But if he is equally unable to refute the reasons on the opposite side, if he does not so much as know what they are, he has no ground for preferring either opinion. . . Nor is it enough that he should hear the opinions of adversaries from his own teachers, presented as they state them, and accompanied by what they offer as refutations. He must be able to hear them from persons who actually believe them . . . he must know them in their most plausible and persuasive form." ChatGPT is not able to do this. When first principles thinking is not required ChatGPT can be amazing. It fails when answering questions such as the 9/11 "attack on America" and on issues where accomplished scholars do not agree.
India has urged AI firms to obtain permission before deploying their technologies. Concerns have been raised about India lagging behind by approximately 20 years in comparison to other nations. Introducing further regulatory hurdles in the AI domain might set back the country by another decade, impacting strategic, economic, military, and supply chain advancements. We had internet in the 90's & had a lot of curbs and regulations then. Fast forward 30 years - we complain about how we don't have a google or twitter. Sadly, this is a repeat from the 90's. Innovation in tech happens in unbridled environments, where there's zero fear of failure or punishment (whether from shareholders or govt) and once it matures to a certain degree, we can start regulating it. This is the truth, almost all Asian countries other than Japan & Korea are culturally incompatible with this - I say culturally, because I know most of us (including many in my family and friends) will support the govt here.

it’s not regulated or going to be regulated 😂 it’s a guideline advice on development but India is not stupid enough not to see China’s current spurt in the development of AI tech it hold the maximum number for AI patents … IT minister is a joker also he confused people with his eagerness 😂
We definitely need some disclaimers and regulation, because the fear is AI responds very well to Natural language and hence the response when it sounds as if its coming from a human, the chances are it has better nudging to influence the user. Eg, if a user is asking which product is more relevant for use, the AI tool can sound empathetic, ask questions and then reply, where the reply can be biased.
Lol. Perception matters much more than actual reality in a fast paced environment such as AI. India has just shot itself in the foot when it was dead last in the AI race.
There needs to be an audit of the data that is being fed into the AI models. The developers, their employers and their policies and biases must not creep through and contaminate data on which AI is trained. Look at Gemini. How Sundar Pichai is still CEO after the fiasco is a miracle.
Given the size of the data, good luck doing that. It'll take fundamental research in AI to use AI for fake detection. And the last time I've seen, India spends the least amount of money on fundamental research among major economies.
Good, the companies who produce content that is not reliable can *Kiss goodbye* . Truly the survivors will be innovators/pioneers, not necessarily the ones with huge wallets. What a crappy solution was provided by Gemini not necessarily against India, even though they could not produce worthy content which was accepted by their own (US).
No Palki Sharma I think there needs to be regulation on AI. There is already a power incongruency in terms of AI. I personally feel that the IT ministry needs to discuss more deeply on AI. It is a force multiplier, it can multiply biases. Not only that, the regulatory board must even know on what content are the AI being trained on. Is the AI biased on a certain narrative ? These things should be asked, the government has woken up late to this issue in my personal opinion.
Elon Musk sued OpenAI because Sam Altman promised OpenAI as a non-commercial product, not for AI advisory or regulation. Elon Musk consistently favors less regulation, not more.
This is a good thing there many people who are less aware of cyber threats imagine if some malicious AI models flood the market government will be too slow to mitigate the damage
Regulations are bad for innovation. Remember that crypto regulations pushed startup founders to dubai. Government should work with the startup founder and fund them. Use these technologies if required instead of regulating them.
@@VINNUSAURUS Don't be dumb. Every company has a tester who is supposed to simulate all the test cases. Unfortunately these testers are chilling in most companies while developers are slogging day and night. If testers do their job then AI output will be decent. AI trains on models of data. Ensure that the model of data available is proper instead of blaming the AI. AI making things up if it doesn't have any data is called hallucinations. Usually happens for recent topics. AI must be properly tested and the model of data available can be suggested by the government. Big mistake by the government, new technology should be given free hand and after some maturity it should be regulated. India is doing same mistake as EU is doing rn.
No. Quite the contrary. EU is fairly well regulated. Their GDPR is second to none and US tech giants have fallen in line wrt data privacy in EU. Look at Apple who have introduced USB-C for their phones. Regulations are good. India is doing the right thing. AI is a dangerous tool. Not just a random new tech. With elections around the corner it can be weaponised. Have people forgotten Cambridge Analytica already that was tried during last elections? If AI doesn't scare you, you haven't seen it well enough.
Interestingly, China, US who are leading giants in AI race haven't come up with regulation, but India who is already lagging in AI race,( there in not even a single India based AI model which can compete GPT4 or Gemini), instead of focusing on innovation we are hammering it down. As an AI expert, I am disappointed. Over protection kills every thing. First Govt killed Blockchain and now AI.
This is not going to stop much in AI front as most companies doesnt have any business plans in india. Tech RnD doesnt need any legal binding rollout is another issue. So given the current india position its an excellent move locally, what lays ahead of us is a vast unknown its application might take time but this move will have negligible to zero efffect on India AI ambitions
My strong wish that the advisories should be promulgated as enforced laws as soon as possible so far as AI is concerned.
This should also be applied to Movies Bollywood tollywood etc
Ethical AI + Ethical Movies =

Before taking any pride, just notice what sparked this - telling Modi a fascist. Whether you're a Modi Bhakt or whatever, the main here thing is, this is politically motivated. That makes me doubt which direction this "regulation" will go. Will it be a regulation or tech companies can just pass by, by being politically correct for Indians?

They will leave. Simple. If there are hundred other countries where They can do the same and legally earn more than in India, They will leave. Just like how many tech based industries are non existent in India because other countries are far more attractive. Our Govt just uses "Dangerous for Our Nation" to fool people into thinking it should be harshly regulated or banned while the same is legally allowed in many other developed countries without any security issue. This regulation, if implemented, will comeback to bite Us in the very near future.

If those models are spewing out illegal results then models need to be fixed. You can't fix the problem by making them filling out a form and some "Babu" approving it
Taking permission means as in, willing to uphold the responsibilities if the AI were to make any sort of mistake. Its not just filling a form like a survey. It gives the government a higher edge over the AI so if any mishaps were to occur, the government can act immediately with legal justifications in order to put a stop to it.

While company should also provide data date and it’s accuracy. Right step
when its a technology that is never tried before, it is better to start with no regulations to experiment new possibilities, what good is it to build hurdles when the technology itself is at its infancy. This will just discourage many firms with financial backing to experiment with the technology because if the AI makes a mistake, with the regulations the firm will risk it all on legal battles. This will reduce the risk takers and in return block the possibilities of innovation, again leading India back in the race of an emerging technology.

For AI, as Elon said, we have to be proactive and not reactive.

This approach is akin to the potential economic catastrophe that would occur if coal burning were abruptly halted, leading to the deaths of thousands each year from pollution caused by coal-fired power plants, as highlighted in a 2013 study.

Eg, if a user is asking which product is more relevant for use, the AI tool can sound empathetic, ask questions and then reply, where the reply can be biased.
Very good step by india. Ai is a Bubble
Ai can become a Frankenstein. It is good that the government of India is taking steps to protect the public from potential harm.
This is a good thing there many people who are less aware of cyber threats imagine if some malicious AI models flood the market government will be too slow to mitigate the damage
