Why would they? It's dangerous to dump fuel on the runway, plus during takeoff, they'd only do it because of an emergency, that would require them to come back, to shed weight off the plane. I didn't hear of anything going wrong lately in that airport.
In conversation with a Boeing pilot, it's normal to happen. It's a valve in the wing. On hot days, and to avoid expanding the tank, it opens and pours the fuel out. It's completely safe. There is no risk of fire for the plane ✈️
