The force is already contained and taking heavy losses. Russia has shown it has sufficient forces available to contain the Kursk incursion without diverting resources from Donbass so all of the incursion objectives have already failed. At this point iUkraine is just reinforcing failure and throwing away more resources trying to supply a force surrounded on three sides.

But certainly, if Ukraine can mobilize 500,000 men in the current conditions, Russia can call up 1,000,000. Perhaps equipment is not available for that, but if it is, then Putin certainly has the conditions to do such a mobilization.
