You got a partially right idea. Unless restricted by the 2 line and pole rule, all waters in Illinois allow use of up to 50 hooks. This slip is part of Lake Michigan, and there is no such restriction. You can use one line with 50 hooks, or you can have 50 poles with 1 hook each. The only rule that will apply here is that if you use more than 2 devices, they have to be tagged with your name and address, and you have to attend to all of them.

There are probably hundred of thousands of perch in that area, to get some decent ones you would have to use different bait or plastics, also do a lot of sorting. Using minnows you normally get 95% dinks, but there are also 14 inchers caught.

Respectfully, fishermen hate it when people spam fishing locations cause people are unpredictable and can trash a fishing spot and overfish it. I've been powerlining Illinois waters for over 15 years, and I have a pretty good idea what I am talking about. Since you mentioned the Chicago Perch Fishing group, you can ask Hycee (she is a "group expert") about number of hooks and poles. I didn't have time this season to do any perch fishing, but I usually go to Navy Pier and I use 2 rods (when they are biting I can only handle 1) with 3 hooks each.
Legally ? Nope. It is private land and anyone fishing there is trespassing, unless they fish from the small area on the south shore that is part of the public park. The barrier is something new (wasn't there one year ago), probably to prevent boaters from going all the way to the end of the slip.
Video is deceptive. It's flat on both sides, but at least 10 feet above the water. There are ladders along both sides, but you still gotta know how to swim. Caution is absolutely the word of the day.
That is some craziness! At least you found a spot and some fishing. I am also in Illinois, it's going to be a comeback year for me.

THERE SHOULD BE MORE THAN JUST PERCH IN THAT AREA
There are also Lake trout following those perch. And lots and lots of baitfish (shiners).
