That reload sound was something like for a sniper rifle,
As per lore, Corsair is still alive after the events of sf shades,
He might make a comeback,

Its probably some sought of hitman character, signing contracts from other people to kill somebody to receive a price reward set by his customer. Could be related to the herald underworld mafia or could be an outsider legion character. The reason why Yunlin is getting hunted is because that matches with her lore. If you check Yunlins's story mode chapter you can see that all the opponents mention themselves as "predator" trying to hunt down Yunlin. You can even see some of their names like Predator's silhoutte or predator's claws. Also Corsair wields a plasma rifle, it doesn't require loading and it shoots plasma bullets. But here we hear loading sounds and gunpowder explosion sound and see an ordinary bullet. So if it is Corsair they have to have downgraded his weapon to an ordinary rifle gun which is improbable. There is a high chance it is somebody from the wolf militia, in the Legion. Nobody from dynasty would possess a gun and nobody from heralds would prefer hunting in yhe open.

It was in a forest, that gun short didn't sound like a pistol or a blaster more likely a rifle, in a forest running behind an animal related character, the bullet was larger than one of pistol's (though he uses a plasma rifle). If it isn't theory 1 I'm going to hunt down the CEO of Nekki.

I have two guesses for it
1. The Anamoly hunter set (Heralds) except the weapon might be a glaive instead of Katana, and the ranged weapon might be a g|_|n instead of electromines

My own theory is kind of a combination of all theories 1 and 3

Corsair has a plasma rifle that shoots plasma lasers, however in the teaser it can be seen that it does not resemble plasma rifle's bullet. There is still a big chance that it is corsair as they may have modified and changed corsair to be more like the heroes in the arena.
Also take note that Corsair had some sort of alliance with Lynx in shades and become part of the Order a group of assassins payed to kill people, and in Yunlin bossfight Lynx's dialogues says that they have been hunting her down for a long time but is impressed that she hasn't been caught.
