yes they only film in departments where they strictly can portray the police in a positive light. you'll notice a ton of cities are not on that list and cops mostly films in deeply republican southern cities.
That police officer is really smart the way he communicated with that guy who was bleeding, straight up, kept him calm while he cuffed him by pretending to be oblivious. When someone’s doing something wrong that they deserve to be arrested for chances are if you just sit back, they’ll tell on themselves through their actions and probably even their words if you’re talking with them.
The situation was, to quote the Court in Graham v Connor, "tense, uncertain, and rapidly evolving". Especially in neighborhoods full of winding, twisty streets are odd angles, it's going to take a few minutes, even running Code 3, for backup to get there.
It was a very low speed collision right after a turn. Injuries were very unlikely. And no, druggie gun tossers aren't exactly going to get much sympathy.

At one point, I applied to be a taxi driver and, as part of their questions, they asked where a certain road was...not only did I pinpoint it with a second's thought, but I also told them that the road was spelled "incorrectly" (instead of "Pierce," it's "Peirce").
City academies will do some of it, but the bulk of an officer's knowledge of his/her patrol area comes, initially, from the Field Training Unit (or whatever their department calls it). Trainees will work the area with an experienced officer, learning the streets, the neighborhoods, the local players etc. FTOs will regularly test their trainees on area knowledge and rare their responses. "OK, trainee. I just put out an assist call on the 500 block of North Whoosis. Get there." "Uhhh..." "I'm gettin' my ass beat! Better hurry up! Let's go!"
I felt so bad for the female victim on the last segment, this episode is an example of what crack can do to a person.
