I have tried painting stars onto my watercolour skies with gouache and water, but mine never turn out that visible :( maybe it's just the gouache, though. So, I use a gelpen or a posca marker for the stars ;-) I think I'll try something like this at some point

The Blick Artist Tape works well, as long as you press it down firmly before painting and peel it off slowly when done.
