For the usage of Utterances, you mentioned that using higher tied utterances costs 1 pillar point of any type and 1 pillar point of the type listed.
Later you said you can use them without having that Pillar, but don't get the specific bonuses related to having that pillar rating
Does this clash?

It's a bit confusing but you have Pillar Ratings and Pillar Points. Pillar Ratings are the maximum number of Pillar Points you have in a paticular Pillar.
Utterances have Pillar Rating Requirements in each Tier to get extra benefits, in the example I give of Dreams of Dead Gods Tier 1 has a Pillar Rating requirement of Ba 1 to get its additional Ba effect to give those afflicted by the Dead Dreamer Condition two blessed actions. If you purchase Dreams of Dead Gods without having a Ba Rating of 1 you can still use the Utterance, but don't get the additional effect that having a Ba rating of 1 would give you.
Similarly you can use Tier 3 Utterances without having the Pillar Rating required for the additional effect.
