If that happened then that would mean The Chin would've had some control over 4 mafia families. The Bonanno and the Colombo families were non-factors depending on the decade. (Bonanno family was kicked out of the commission because of the Donnie Brasco investigation in the 80's until the 90's and during the 90's the Colombos were at war and left very weakened)

when Paul was made boss there wasn't much Neil could realistically do. Paul had the Gaggi/Demeo crew, still hadn't alienated guys like Frank Decicco and was still on relatively good terms with the higher ups of most of the other family's specifically the Genovese and the Chin. he couldn't take the family by force, it was unlikely he could do it politically plus he had been in prison and Paul had already been the acting boss at that point.
