If a movie has certain characteristics, I don't see any reason it can't be classified as film noir, regardless of when it was made. Also, John Payne wasn't trying to clear his name in Kansas City Confidential. He went after the gang because he felt he was owed something from the inconvenience they caused him.
Correct on Payne. I was blown away by how good 'Kansas City Confidential' was. I thought I was in for a decent B film noir. I was profoundly mistaken. One of my favorite noir films full stop. Little not to like: the supporting cast is excellent, it's brisk and slow when it needs to be, witty script. Love it.
'The Big Combo' is at once the most noir of all noir films and highly disappointing. It's gorgeously shot, drips in shadows, and gothic pervasiveness but wow the hero cop can't act, and the script is hammy.

IMO Conte gives one of the all time great noir performances in the terrific noir.
