Cortana and Chief used formal speech when addressing each other. This only changed starting from Halo 4 when their relationship had become much closer. For the Weapon, Chief is someone she works with, it's a professionel relationship. But since the Weapon looks exactly like Cortana and is basically a copy of her, Chief unintentionally continues his habbit of addressing her informally. When the real Cortana shows up in the campaign, she also uses informal speech when speaking with Chief. So the way the characters behave is not only consistent but does also make sense story / lore wise.

weapon in japanese sounds... annoying while in the pure spanish(not mexican) it sounds quite nice, even master chief sounds more... sentimental you can hear a sound of concern knowing that Cortana was deleted from him, I'm quite surprised.
David Krüger, in France, is a really great voice actor, giving his voice to huge name as Dwayne Johnson, and we have the luck to have him in the Halo TV Show making it a little better
what do you mean by still? lip movement was never synced to other languages, other languages always had to change up the script and manner of speaking to fit the english lipmovements, or did i missunderstand your question?
