would be great if you had shown the actual payment process itself. Steam requires that you use a payment method of the specific region you are in. So if you changed your region to Argentina, do you have an Argentinian card to make payments with?

It's impossible to change account localization after spending money on it. You could try contacting the support saying you moved to argentina/turkey and would like to have the local prices
