Sonic R (GameCube): CPU Amy Placing 1st (in a full race)

Played on Sonic Gems Collection for GameCube. The original game is the PC version.
Amy, Dr. Eggman, Eggrobo and Tails Doll will normally never finish 1st in a race consisting of 5 racers when controlled by the CPU if the player always stays on lap 1. However, this video shows a glitch where the player is listed as 1st despite being on lap 1 and the CPU players on laps 2 and/or 3, messing up the AI rubberbanding, and thus allowing CPU Amy to take 1st.
Note 1: This is confirmed by the character rankings shown to the left during a race, and at the bottom of the screen after a race but before the results screen. In addition, players that finished rank higher than players still running, regardless of a player's race progression value (which appears to stored as an unsigned integer value).
Note 2: This is not a replay of the race, as the rankings are not shown during a replay (except in the Sega Saturn version). However, this is a full race, but with the player always on lap 1.
