If you think about it, yes, the joke is that Ciel is the queen's guard dog, but also, in a way, Ciel and Sebastian are each other's dog, through their contract. Sebastian has to obediently follow Ciel's every order LIKE A DOG until the contract end. So he willingly put a collar around his neck. But Ciel did the same thing. Once the contract ends, he will be at Sebastian mercy and he'll have to give up his soul to be devoured by Sebastian, so Sebastian "owns" him, in a way. Ciel is also willingly wearing a collar around his neck, because his future is not really his, he 's "caged" or "bound" so to say. Therefore, I think this "dog" position applies to both of them in their relationship, which is what makes it so complex and interesting to study and see how it evolves.
