Absolutely true. There's no big "prize" at the end--it's more for the fun and enjoyment of the event. I can really appreciate the effort the students made to make this event fun for everyone. I hope this aspect of Japanese life never changes..
I love how friendly the Japanese students are.. and confident in their English.. I went to Japan, my assumptions were that most were uncomfortable or insecure about their English or having a foreign presence around them but they seem very friendly and open here :)

There multiple factors to whether a school in a country will have a festival or something along the lines of this. :/ One would be participation of who creates it, time constraints in accordance to the school year's schedule and what has to be learnt within that time, and the budget of the school. :| Some schools are well off, but they miss some necessary factors... This is just my opinion though... so, there's no real need to complain about them, even if they lack something others have.
In anime they are called culture festivals and each class and some clubs set up events. Food stores, presentations, displays, and games are common core ideas. I don't know why they are normally held it seems like most high schools in japan do something like this to a degree, so I think it's some kind of tradition.
