Ch'rell is using the persona of Oroku Saki. He based it off of the original Oroku Saki who existed ages before Ch'rell came to Earth. The original became the Demon Shredder and is still sealed away after the other members of his clan defeated in ancient times while Ch'rell is using the Oroku Saki/Shredder persona. As for Stockman he has no loyalty to the Shredder and is constantly trying to betray him and get away. He actually helps the government cause problems for The Shredder when he leaves Earth and once the Utroms get rid of him he's finally free of The Shredder (though he then ends up being used by the government (which is slightly more pleasant)). But no, they're not in Marvel or DC's universes. They just cross over with other properties sometimes.

To clear up some stuff about Stockman, he’s the most brilliant scientist in the world and Shredder doesn’t want to lose that advantage. He even says that in the show. That’s why he doesn’t kill him. He still needs his “brilliant brain.” And Stockman is a villain anyway, so don’t feel too bad for him. I mean… you can feel bad, but… not too bad😅
The Turtles are not part of the DC Universe. They actually parody the Marvel Universe. The Foot is literally a parody of The Hand. And the Turtles were mutated by the same accident that blinded Daredevil. Yes, for real. Not official mind you. But that is the idea.
Couple of things not outright said, but I think could be interpeted to make Shredder even more despicable; Okay, first of, Karai explanation - she is orphan he found on the streets and groomed, leading a section of the clan in Japan while Shredder moved to NYC. Oroku Saki is human name, totally legit. Then, I think Shredder's crimes are possibly a lot more numerous - in the space trial, all crimes he was found guilty of, were only those they could find undisputed evidence and testimonies to, but they didn't mention anything of the stuff he did on earth for example, which leads me to the conclusion, that those confirmed civillian casualities (just civs, not counting the people he sent to slaughter on his side or the enemy troops) are probably just the surface, he could've terrorized multiple planets from the shadows with probably millions, if not even billions of unconfirmed victims, without anyone being any wiser. Another point for this, not mentioned in the video, but around the time when they were on the ship, right before dino dude fought Shredder, you can see his robots, some purely just killer bots, but couple others were a lot more human: Shredder had a plan to create androids and replace some major world leaders, so that civil war type stuff could've happened on earth if that boat didn't sink - I'll say, the dude was about to start World War III (there's a reason we never got to see what he was doing in the first half of 1900s...)
So Ch'rell copied the identity of the original Oroku Saki who was also the OG Shredder who you'll know more of from the next Shredder Trial

Tmnt just has a lot of crossovers. They were fighting the power rangers too. The power rangers also fought in DC
