Originally it was called the Cardassian Empire, until a democratic uprising (that was the Cardassian Union) just before the Klingon-Cardassian war that led to the Dominion alliance. Though it's been called the Cardassian Union in much of Trek lore, probably due to the abundance of (insert species) empires.
I believe what caused the Federation to sign the peace treaty was not that they couldn't win the war, but the emergence of the Borg and the battle of Wolf 359. They needed to put their resources into developing countermeasures and defences to this new threat that was far greater than any other they had ever faced.
The Feds could have won that war in weeks but they didn't want to go all out and look like aggressors to the other powers. The Feds should have risked looking like an aggressor and save lives and prevent an even bigger war.
To be fair, the Federation/Cardassian war was a extended policing action. There was long periods of little to no conflict, and it would flare up from time to time. The Federation never committed to the war and simply held the Cardassians in check. They could not have withstood the Federation in total war. The Cardassians were over all weak, they got mauled by the Maqui, the Bajorens.
The Federation was so blithely overconfident in this age that they refused to see the Cardassians as a serious threat. Captains were chosen for scientific and diplomatic skill and tactical skills were allowed to wither. While the Cardassians were massively inferior in technology they were able to fight the Federation on equal terms.
The Federation has only fought two all out wars. One with the Klingons and the other with the Dominion. All others have been limited wars or conflicts.

Sure they're territory wasn't as big as the Romulans or the Klingons but they were pretty large until the Maquis came and the war with the Klingons took a severe toll on the Cardassian Union since the Klingons were conquering every Cardassian planet and outpost they could get their hands on.

This makes me want to rewatch ds9... Even though i finished watching it a few months ago.
I've watched it twice now, I'd love if they would do more Trek in TNG/Voyager/DS9 style. The new stuff doesn't even remotely compare.

Were they really a superpower though?
Superpower is an abused term in geopolitics (or stellarpolitics). I would consider them a regional power.

They're based on fascism, so they're closer to Nazi Germany, but I would say they're more like a smaller fascist state.
