I love your TOP reactions and that smooth pretty voice of yours. I had a hard time figuring out what the heck this song meant at first. Tyler is a tricky little genius.

The song is about their music and how it’s like chlorine. Chlorine in small doses cleans water and can even be healthy for you. Chlorine can be essential for survival in certain situation, because it’s so good at cleaning water. However, the chemical is also poisonous and can kill you if you ingest too much. He is saying - that his music is the same way to him. He needs it to survive (it’s a moneymaker and also saves him psychologically and emotionally), but it can overtake him and kill him: “This beat is a chemical”. Without it, he would die. But too much of it can also kill and destroy him.
Ned (this funny creature) - represents Tyler's (singer) creativity. And they start filling up the pool, but Ned is not satisfied until it is completely filled with chlorine (until song is close to perfect for Tyler ). Ending - song is ready , Tyler is literally exhausted and take a new cup ( I guess thinking of start to create new song ).
Pretty good explanation, but I interpret the ending slightly differently: clearly Ned (Tyler's creativity) finds just the smell of chlorine (music) to be too overbearing, so instead of Tyler starting a new song, Ned is telling him "I've used up all of our/your creativity. Now's not a good time. Let's collect ourselves and do it later". This song really helps us get understand the mental exhaustion that Tyler goes through when writing music, if both he and Ned are so drained by the end of process.
Ned is Tyler's inner creativity. Has to be just right for the song. But sometimes it too much, and can be overwhelming.

After watching literally over 100 reviews of Chlorine, this has to be my favorite.
Chlorine is his music making. Making music is therapeutic for him. Well chlorine in small amounts is cleansing but in large amounts toxic. That's how he sees his musicmaking.
That creature,Ned, is found in 2 other places. He had a tiny 2 second appearance in video ""HYPE"". And he also shows up playing guitar when twenty one pilots performs ""Level Of Concern"" on the ""Jimmy Fallon Show"".

Tyler draws his creativity from his personal suffering. Too much "chlorine" will kill him and a little bit is good for you, even cleansing. Ned is the creativity, chlorine is the pain.
