My thought, exactly! A few coins are what would be left if someone dug up treasure, and whatever was holding it had deteriorated, forcing them to transfer it to other containers.

The captain would likely have also made contingency plans to retrieve the treasure without his crew ever knowing. Greed would have removed buried treasures in short order. Most of the treasures are long gone.. The only few treasures that may not yet have been found are those that still exist because the ships crews were lost to the sea with all hands lost or the crew were captured and hanged without the treasures location being exposed.
