They must have picked up any native English speaker in Japan they could to voice Cammy without thinking of an accent. Sense Cammy had amnesia, it makes sense that when she became self-aware, she adopted the accent and customs of the people around her.
I might be wrong, but the first game that had any alternative voice-over was SFIV. Before that, all voices were done by Japanese actors, even for the characters that spoke English.

Basing a characters nationality on a redub is like...what? Almost everyone in Street Fighter will be American, if you go by the English dub. You have to go to the original Japanese. Considering the dub was originally put out by a company called Renegade Home Video and that I can find literally nothing about anything else they released, this may have been all they ever put out and couldn’t afford voice actors who could do accents other than “Texas” (oddly, that accent was for E Honda). So that’s why everyone seams to have a Standard American English accent you hear in commercials and news broadcasts.
