The beyonders who you are referencing are mainly called those who sit above in shadow and I'm sorry to tell you this these beings are not on these same level as the living tribunal. I think I'd have to go with RKT on this one. We know that Chaos War Hercules can't actually overpower the Chaos King and we haven't seen any feat of power that is even a real challenge for RKT. RKT has effectively all of CWH's abilities, arguably with a lot more versatility, and that's just with his multiple portion of the Thor Force. The Rune Magic grants him literal omniscience. Both of these guys have functional and relative omnipotence with similar (albeit difficult to quantify) feats, but one of them also has omniscience, more versatility, literal immortality, and no known upper limit for raw power.

In a one-shot comic, "as is", like if Grandmaster teleported them together in a battle or something like that, yes 'Chaos War Herc' would take it. (But even that wouldn't or couldn't happen because they're so powerful). Herc went through a storyline to acquire all this power with the imminent threat of the Chaos King. In a series, Rune King Thor would use his omniscience and foresee the imminent threat of Chaos War Herc, and do what he needs to to acquire more power or stop Herc from progressing. In each of their story arcs, they got as high as they needed to, to be the most powerful in a sense. But yes, in the storyline with Chaos War Herc, the level he reached was simply higher than Rune Thor (but again, because Herc needed to). Herc leveled up in response to a threat, while Rune King Thor leveled up being proactive and going on the offence - which I think is worth something.

I think I'd have to go with RKT on this one. We know that Chaos War Hercules can't actually overpower the Chaos King and we haven't seen any feat of power that is even a real challenge for RKT. RKT has effectively all of CWH's abilities, arguably with a lot more versatility, and that's just with his multiple portion of the Thor Force. The Rune Magic grants him literal omniscience. Both of these guys have functional and relative omnipotence with similar (albeit difficult to quantify) feats, but one of them also has omniscience, more versatility, literal immortality, and no known upper limit for raw power.

In a one-shot comic, "as is", like if Grandmaster teleported them together in a battle or something like that, yes 'Chaos War Herc' would take it. (But even that wouldn't or couldn't happen because they're so powerful).
Herc went through a storyline to acquire all this power with the imminent threat of the Chaos King.
In a series, Rune King Thor would use his omniscience and foresee the imminent threat of Chaos War Herc, and do what he needs to to acquire more power or stop Herc from progressing.
In each of their story arcs, they got as high as they needed to, to be the most powerful in a sense.
But yes, in the storyline with Chaos War Herc, the level he reached was simply higher than Rune Thor (but again, because Herc needed to).
Herc leveled up in response to a threat, while Rune King Thor leveled up being proactive and going on the offence - which I think is worth something.

@Graphics don't matter GAMES do Percy has lifted the heavens way before his prime, which by presentation in the book should equal earths atmosphere, he took a hit from a giant who was dende enough to emit a notable field of gravity (estamated comparable in mass to a small moon, give or take). He took lightning multible times and fought various skilled opponents and is generally regarded as the best swordsman in the series. Also he generated earthquakes, caused vulcanos tp erupt and summon hurricanes.
Yes, MCU Thor would get in a fair share of victories and would be the most dangerous foe Percy faced (disregarding Chronos and his time manipulation), but ultimately BOOK Percy would be the most likely victor 6/10.
