i went to canada in spring 2021, but my intake at university was fall 2020 but that was during covid so school was online so i stayed in the ph

no you have to be a citizen or a resident to go freely, but you can still go with a business
visa if you are a foreigner!

i was able to enter because im a permanent resident, so not a tourist :) afaik if youre a tourist you still need to be in a group
