The phones already didn't work when the doors went missing and the fact that the line suddenly works again suggests it's just the entity toying with the boy.

For someone who claims they didn't "get" Skinamarink it sure sounds like you have a solid grasp of what the goal of the movie is. Its only intent is to make you feel uneasy, anxious, and scared. The long still shots of dark hallways from a child's height point of view, the ethereal quality of the voices even for the kids themselves (done somewhat intentionally by having them record their lines elsewhere separate to the acting, which also made it easier to direct them for the film), and the nightmare scenario of the entire movie, are all meant to do nothing more than give you that creeping feeling that you're trapped in a nightmare and you can't wake up. The plot is miniscule and there's not a lot of "action", but that's because those things sort of go against the sort of indescribable, childhood nightmare terror that the movie wants you to feel. I'm actually a pretty big fan of horror media that relies more on that sort of atmospheric dread instead of cheap jumpscares or horrific creatures or gory brutality. I love those things too, don't get me wrong, but one of the things that even a seasoned horror enthusiast like myself still can't always prepare myself for is the creeping dread of feeling like I don't belong in this place, and something knows that I'm here. Liminal spaces are a perfect example of the kind of atmosphere that I love in horror, and yet even the more mainstream usage of it in things like the Backrooms has slowly grown to add the multitude of weird creatures and jumpscares.

Vanity Fair has a great video where one of the first medical responders for the chernoble disaster go over that that show got wrong and right. THANKFULLY radiation does not make people look like THAT. like, it still kills you, but its really nothing like that visually
