At first, I thought "Making someone feel good for a few seconds and then explode painlessly isn't that much more merciful than making them explode normally". But, then I realized that giving those guys an explosive yet painless death is the nicest thing Toki could have done, since if he let them go and the guards returned to Raoh, he would kill them anyway for their failure.
Honestly, I like the Hokuto Musou translation of this move's name even better: Hokuto Face-Breaking Fist of Compassion. Seriously, that is an EPIC name...and an oxymoron.
I think I figured it out. I mean, look at how long it takes them to die. Their twisting around and mutilating all over and don't feel a thing. At least when Ken kills you, it takes a few seconds for your head to swell up before you pop, but here, it goes on for far longer, and actually more painful then it should be.

Which is presumably the reason why it takes twenty episodes for Planet Namek to explode in five minutes, or why it takes three minutes to depict The World’s five-second time limit, or why Himura Kenshin has a half-a-day’s worth of flashbacks during a fifteen-minute fight. I thought of a merciful variant of Zankai Ken, one where, instead of making the target's head explode, makes them experience a day that lets them do all the things they regret being unable to do, making them die peacefully, pain-free and without regret.
