The OCV from the probe start metal halide ballast alone was enough to ignite my Philips HPI-T metal halide lamp. In addition, the European gear intended for Philips HPI-T metal halide lamps (a mercury vapor ballast and 750-1000v 2 wire parallel ignitor) is also able to ignite and operate North American probe start metal halide lamps. In some of my previous videos, I have used a European 750-1000v 2 wire parallel ignitor to run North American probe start metal halide lamps on North American mercury vapor ballasts such as running 400w M59 probe start metal halide lamps on 400w H33 mercury vapor ballasts.
That is indeed true in most cases for European ballasts. In North America, we do have some ballasts that do use internal ignitors while most use external ignitors.

Electronic ballasts do have internal ignitors
From what I have understood, electronic ballasts often have a very high OCV rather than an internal ignitor.
