A little bit of both, I think. Gus seems to actually take pleasure in choosing the right people for a job and rewarding them when they do well. Ultimately it's all for his goals, but I think he genuinely considered his plans for Gale "better things." He knew Gale would be happy, and would therefore be loyal and do a good job.
Fring might not always have good intentions for people but he generally doesn't have bad ones without reason. If someone is useful to him, he tends to treat them as valuable until they no longer serve his purposes but, even then, he's pragmatic about his goals. He likely would have let Gale work for him for as long as Gale could produce & wasn't a liability & treated Gale with respect & support to foster loyalty. That said, I don't think Fring would have had any trouble having Gale killed if he needed to for some practical reason.
Considering all the skill and potential Gale displays, he definitively sees him as someone he needs in a higher position when it comes to the cooking lab.

I never watched Better Call Saul, but it is pretty clear that, unless I missed something in BB, Gale's motivation is that he seeks validation from others, particularly in chemistry, which he clearly has a talent for. It is likely this is the area where he feels he is most likely to get that validation and approval from others. I wonder when Gus first realized he could exploit Gale's need for validation and "use" Gale for his business?
This reframes Gus's reaction to Gale's death later down the line. Because this scene makes it clear that Gus, beyond just having a professional relationship with him, genuinely *likes* Gale. Probably even considers Gale a friend. I wonder what went through Gus's head when he found out that Walt had Gale killed.
You can actually see Gus' retiscience to even have contact with Gale. Even in all his badness, he does not want to meddle with what has not yet been corrupted.
Sad thing is, Gale and Walt genuinely worked exceptionally well, until Jessie forced himself into Gus's operation and screwed everything up for everyone, including himself.

It's interesting how the show mentions, a couple of times, how the Cartel work in filthy conditions. Plays into Gale and Walt doing things in a very scientific way where the only variables are the ingredients and process to cook.
I kinda get what Gale is feeling, and why he wants to cooks (though I never watched the show). He loves chemistry, and knows that he qould know how to cook a damn good batch if he wanted/was allowed to. I watched Breaking Bad before Suits, but now that I’ve seen Suits, I can’t see Gale the same way anymore-all I see is Daniel Hardman.

I never watched Better Call Saul, but it is pretty clear that, unless I missed something in BB, Gale's motivation is that he seeks validation from others, particularly in chemistry, which he clearly has a talent for. It is likely this is the area where he feels he is most likely to get that validation and approval from others. I wonder when Gus first realized he could exploit Gale's need for validation and "use" Gale for his business?
Hardman really changed careers
This reframes Gus's reaction to Gale's death later down the line. Because this scene makes it clear that Gus, beyond just having a professional relationship with him, genuinely *likes* Gale. Probably even considers Gale a friend.

You can actually see Gus' retiscience to even have contact with Gale. Even in all his badness, he does not want to meddle with what has not yet been corrupted.

Sad thing is, Gale and Walt genuinely worked exceptionally well, until Jessie forced himself into Gus's operation and screwed everything up for everyone, including himself.

They had a great professional working relationship at the start based on mutual respect - until Jessie started pushing his way back in. It was obvious Walt was making stuff up with regards to his criticism of Gale, despite not wanting to.

It's interesting how the show mentions, a couple of times, how the Cartel work in filthy conditions. Plays into Gale and Walt doing things in a very scientific way where the only variables are the ingredients and process to cook.
I kinda get what Gale is feeling, and why he wants to cooks (though I never watched the show). He loves chemistry, and knows that he qould know how to cook a damn good batch if he wanted/was allowed to. And because he knows that he could, he wants to do it, just for fun, just to prove to himself that he knows if nothing else. That feeling is now multiplied when he sees batches like the ones he tested. He's getting results that are awful, he could make such better batches, but he's not allowed to. It's like he's being mocked, that people less qualified than him are cooking, but he's not allowed to
He also wants to dissolve more benzodiazepine precursors in a solution, aka he is trying to improve benzo drug production in this scene.

He was making an oversaturated Benzodiazepine... That's an anti-anxiety drug. Bro suffered with anxiety so much that he's probably addicted to it(it's very easy to develop a dependence on the drug), yet he offered himself to go play the cooking game
This scene alone makes me think that Gale is someone that Gus genuinely likes. Yes he stills intends to use him, but he definitely likes him as a person. This can further explain how violently he reacted to Gale’s death.

They missed a great opportunity for Gale to say something along the lines of “one of these samples even had chili powder in it” and then both of them getting a good awkward laugh out of it. Would have been great foreshadowing!
