Sir I want to work on public distribution scheme ( a food security scheme). For which I want to collect primary data. Sir I need some guidlines how I have to conduct my research.

@noor.. the best way is to adopt the questionnaire. you can not design questionnaire from your own thoughts, it is a rigorous, lenghty and complex process.. and once its done then its internal and external validity has to be verified.. etc so easiest way is to adopt it.

It can be used in both. It depends upon your research objectives.
Mostly open enede are used in qualitative research
