What is different between this and “MVP”

In my experience, pilot projects typically deploy a complete solution to a subset of users to provide information that would help inform a larger scale rollout of that same solution. An MVP usually deploy a smaller scope of functionality, often to the full user population, with the intention of adding more features and functionality over time.
