so that's the splashing I saw. I was dicking around at night and saw splashing. I had no clue what it was and nothing I researched online mentioned it.
I found the duck randomly in front of the garage. Scared the shit out of me because I thought this was a "gift" from the aliens. Expected a giant duck, raising from behind the hills to stare at me any morning until I realized it was harmless

You can find a shovel in a fenced off area south west of the base. Tips: There is an area that looks very similar to Stonehenge, and if you can find a way over the fence, you can find the shovel next to a stack of supply boxes near the stone formations. If you want a hint on how to get over there, there are a few ways. Tossing the ATV over and then quickly getting on top of it. Save before doing this and turn off autosave in case you fail to get on it. Using the hook and rope found at The Hole, attaching it to a nearby tree and moving in circles around the tree until it swings you around in the air over the fence. Uncapping the framerate to 120+, crouch, and then press space and ragdoll at the same time while next to or moving towards the fence.
You can find the Shovel either in Stonehenge(as previously stated by another comment) or behind the generator device next to Romeo. Around the side of the generator building you can find a vent. Just crawl through it, you dont need to move the vent cover out of the way because it doesnt have player collision. Once you go through it'll be right in front of you. Clarification: Im playing during 0.6, so Im unaware if this was available in 0.5.2_3 like this video was recorded in.

It was the duck or there's also a chance it was simply the pinecones that fall from the trees. Or something else.
