VW From TEXAS!! (Cluster Problems)

Customer drove his 1997 VW Jetta TDI all the way from TEXAS to visit PHAD for a problem with the instrument cluster that he has been dealing with for more than a year.
Many swaps, shops, and even a cluster rebuild did not help.
Armed with a couple TEST LIGHTS and a wiring diagram, we pinpoint the root cause of the complaint, and fix another unrelated headlight issue along the way.
