Direct Fire arty like cannons work better than mortars now since they dont get dodged by the ai

You can also hold fire on mortars till there units are locked in melee then start fireing on the locked units that way you dont waste ammo on ai dodgeing the shots

Not quite sure how to ask this, but how do I know what skills to level up no matter who I'm playing?

That's a totally fair question! Maybe something I should have commented on more but I don't always think about generic lord skill points.
I always get Route Marcher for campaign movement range. Then I typically put enough points in the Red skill tree to max out skills for whatever ranged unit I'm using. I might do the same for the Melee unit too, but not always - sometimes I'd save those points for higher quality melee units or perhaps for Artillery or Cavalry units later in the game instead. (though in WH3 you have enough points to do the low quality units too).
I typically save their personal skills for a little later on. It depends on what type of character they are - a spellcaster Lord will want the personal (yellow) skills first to get some good spells to start! Otherwise I might save that set for last, or only do Health or Melee Defense to start.
Once I have those things sorted out then I like to push down the Blue skill tree. Ambush success chance or Recruit Cost reduction skills are great to take. Attrition reduction is pretty good too. In the second half of the tree I always get Upkeep reduction if it's there. Casualty replenishment is good but Empire specifically doesn't need it because of the Warrior Priest. The final skill in blue tree is great too. Lightning Strike is still really good but I don't think there's as many good opportunities to use it. So more Ambush or Attrition stats with whatever points are left to get to final blue skill.
Then I would go to Red skill tree and finish that up. It's a small amount of points - but the skills do nothing until your units are rank 7 or above. So it's not as important to get those early on.
Then I go into personal skills for the lord and get all that i can get!
If you're finding it hard to keep Lords alive when they're low level, perhaps put some points into their personal skill tree early on, before going down the blue skill tree. Otherwise this is my general gameplan for most lords.

For once they're actually putting in all the work in my full-length campaign! Hell Pit is occupied and no ruins are to be found nearby
