In th7 she didnt wanted to kill you, she wanted to absorb your spring, had she wanted to kill you and the results would have been different. Her power is really scary
I personally think yuyuko was bored. she already knew what was going on and could do it herself, but in true yuyuko style shed rather just chill out and let other people do the work for her. thats how she directed the people to the right place. she just wanted to have a little fun with the people who would inevitably come.
Just because she's a stage one boss doesn't mean she's weak. There are characters like Chen and Tatara who come in the earlier stages and then reappear in the extra stage to make you suffer, does that mean they suck because they're stage 2 boss or quite powerful because they're the extra stage midstage bosses?

So spell card rules let everyone do their thing without an apocalypse resulting. But it also stands to reason that without those restrictions, nearly everyone in Gensokyo would BE an apocalypse waiting to happen. I mean, Utsuho actually tried to take over the world, and she controls nuclear fusion.
