well loads of shows actually have out sourced animation during these times like Btas, Animaniacs, Teen titans, Etc and probably even today from, rise of tmnt, the simpsons and many more, practically because it saves time and money, but more time in Japan’s Case with certain shows.
It's based on a similar animation in the original pilot by the American animators Bruce Timm and Eric Randomski (who created the show) but it has been heavily simplified and stylized. The original pilot feels much more like a WB cartoon due to the fluid movements and action, while the blockier and semi-animefied animation style (not the art style, just the more blocky way it's animated) of the actual TV show was a choice by the showrunners and TMS to better fit the aesthetic and to reduce the budget. Tomonaga is my favorite animator in general. His signature ability to make wacky chase scenes, wide and big facial expressions, heavily stylized character designs, but when the time needed, he can make something thrilling and action heavy. It's amazing and is a quintessential style of 60s-70s anime. Him along with Toshiro Kawamoto, Yutaka Nakamura, and even Milt Kahl, are my absolute favorite animators of all time.
Is it just me or does it seem like many of the greatest Japanese animators have at one point or another contributed to a sequence in the Lupin III franchise?

That Batman TAS clip was, I believe, based on the original cut made by some WB animator as a pilot. It looks amazing in both.
Apparently, this animator was the childhood inspiration of Naotoshi Shida.
With how his camera movements look so similar to Shida's, it makes sense they were his inspiration.
I didn't know the adventures of the Galaxy rangers intro was animated by him. Now I adore his work even more 😁
The king Midas of animation
Turns everything to gold
I would've never guessed he was Naotoshi Shida's biggest inspiration
Wait so this guy worked on Castle of Cagliostro in 1979, and then animated those scenes in the Wind Rises that many years later?
