Usually dhaniya and chilli should be equal. Try it and add/reduce as needed.
Can I use groundnut oil or refined oil instead of coconut oil
Udupi mangalore side used coconut oil only. coconut oil gives the taste to the rasam powder. if you use any other oil it will not be udupi rasam powder. You can use but taste will be different

yes, in many gojju, some huLi(sambar) and some palyas you can use this rasam powder,

Rasam powder has to have pepper. Isn’t pepper corns a key ingredient of Rasam?
For udupi style rasam we don't add pepper corn,

You may use rice bran oil but do not use sunflower oil as it get spoiled within few days. also avoid oils which becomes gummy. like palm or ground nut oil
