We in America has property tax as well, it's called property tax. Cities can but normally do income tax as well. Some states do income tax as well as sales tax. It's hit or miss on each. Some do one and not the other, then others do the other the one is Ignored, a few don't have both. Our federal level is only income tax.
Where I'm from, property tax is based on the value of the land, not what is on it. A 1 bed shack next to a McMansion on the same size section would pay the same rate. People are free to improve their houses without worrying about taxes going up. And we also don't have capital gains tax. Or death duties for that matter.

Or just in general house prices rises, wages don't keep pace but pay more tax. Does someone from the County have to come in and do an inspection every year to make sure you haven't finished the basement for an extra room? That's more tax please. Oh, you've done some landscaping, that adds another $10k to the house value, more tax.

When the home sells the deed is registered with the county. The selling price is listed with the county Improvements to the house require a building permit process and inspections by the safety and building code inspectors. Then the valuation of the house is changed. There aren't periodic inspections. No one enters your home. The value of houses do increase over time. Thus the taxes based on value changes. Prudent buyers understand this and it is considered when applying for a mortgage.

If noxious goo seeps from your house or garage code enforcement safety inspectors plus the Fire Marshall will visit. Since many cities now have underground utilities people are asked to have the locations mapped before major digging.
When you have crappy butt-hole neighbors (or HOA) cameras are a requirement, not an option. You should be discrete about the cameras. That way the butt-hole neighbors would keep up their actions and do something really illegal.

In my state, property taxes are land and valuation of buildings. Improvements increase the taxes.
