It's because, as we know, quartz oscillators don't allow a large frequency deviation, due their high quality factor, "Q", wich give them their characteristic stability and precision of frequency - and this the reason why PLL circuits are used for those devices. Then, I'm so sorry, friend, but your transmitter is not a quartz crystal one, 'cause it equates to a LC one - and this explains why it has an audio too deep, wich never would come from a quartz crystal one! So, the only solution is make a PLL FM transmitter, whose reference is the crystal oscillator for stabilize a LC oscillator.
